Flower Records was started in 1999 by producer Greg Penny and Katia Lempkowicz-Penny as an independent boutique record label for music without frontiers.

The label's first release was
Poperetta @ Saint Tropez, an electronic bossanova pop opera about a summer love affair set in the sexy French seaside village of Saint Tropez.

In 2008, Flower Records fouder Greg Penny produced two new albums from young indie rock bands Twin Trip and Home Now (formerly Hindu Kush). The son of country musician Hank Penny and pop singer Sue Thompson, Greg Penny has been recording, mixing and producing records for decades, including kd lang's Grammy-winning albums Ingénue and Absolute Torch and Twang.

In 1992, Penny produced the first track from Elton John's album
Duets, which featured vocals by kd lang and strings by Arif Mardin. Penny then recorded and produced Elton John's entire next album Made In England, collaborating with lyricist Bernie Taupin, arranger Paul Buckmaster, and Sir George Martin. In 2006, Penny was nominated for a Grammy Award for his surround sound mix of Elton John's Honky Château.
